San Diego’s iconic Balboa Park has a $1B infrastructure problem

San Diego’s crown jewel is looking a little tarnished, and polishing it is set to cost a cool $1 billion.

Iconic Balboa Park, the sprawling destination packed with museums, gardens and Spanish Colonial Revival style buildings, is buckling under decades of deferred maintenance — leaving city leaders with a mammoth repair bill and no easy way to pay it.

The 1,200-acre park’s aging buildings and infrastructure are plagued by everything from weathered roofs and outdated electrical systems to busted plumbing, uneven sidewalks and bathrooms badly in need of a refresh, according to a scathing new report by inewsource.

And the tab is only getting bigger.

A city-backed study in 2016 estimated the park would need about $444 million in repairs and improvements by 2036. Ten years later, officials reportedly believe the price tag is probably twice that, approaching a staggering $1 billion.

“We’re putting money into the park,” said Jon Richards, the city’s deputy director for the park, told the outlet. “Are we putting $1 billion, or $800 million? No.”

The city of San Diego already forks over between $25 million and $30 million a year from its general fund to operate Balboa Park, plus another roughly $4 million for water used by the park and the establishments there.

Since Balboa Park doesn’t have its own sources of income to bankroll its upkeep or even a designated stream of money, the city is essentially stuck playing a pricey game of Whac-A-Mole as problems pop up.

Under lease agreements dating back to 1980, the park’s museums pay nothing in rent to the city. While tenants are on the hook for routine upkeep, the city remains responsible for electrical, plumbing, and structural overhauls.

The city is already operating with a strained municipal budget, and simply cannot afford to cover all of these additional costs.

Some of those problems are impossible to ignore. In September 2024, an electrical short involving an old HVAC unit at the Museum of Us sent smoke billowing through the place, triggering a $500,000 insurance claim and leaving staff to scrub soot off historic artifacts.

Micah Parzen, the museum’s former executive director, described the city’s approach to maintaining the park as “death-by-piecemeal.”

Until a long-term action plan is devised by city leaders, the beloved urban park remains slowly crumbling in limbo.
