A federal judge Wednesday ordered the Kennedy Center to submit a report by next month informing the court why tarps have stood blocking the building’s sign, which now lacks President Donald Trump’s name following a court order, as well as updates on future plans for construction.

The order, issued Wednesday morning by U.S. District Judge Christopher R. Cooper, directs the Kennedy Center to inform the court about the “purpose for and status of the tarp and scaffolding” that have stood outside the center since the early hours of June 13, when workers removed Trump’s name from the facade to comply with a May court order.
The report is due within seven days of a planned July Kennedy Center Board of Trustees meeting or by July 31, whichever comes first, and requests information about the tarps “to the extent they remain at that time.”
The report must also include information about the Kennedy Center’s plans for “future construction and operations,” as Cooper’s earlier order temporarily blocked the center from a two-year closure for renovations.
Cooper also rejected the Kennedy Center’s request to pause a Monday deadline to respond to a complaint filed by the plaintiff, Rep. Joyce Beatty, D-Ohio, while the center pursues an appeal of Cooper’s May order.
Cooper also rejected a motion Beatty filed to compel the center to inform the court of steps it has taken to comply with his May order blocking the planned closure, saying she can renew her motion demanding proof of compliance if the Kennedy Center fails to operate past its originally planned closure date of July 5.

Workers hung tarps outside the Kennedy Center early on June 13, before they began removing Trump’s name from the sign. Kennedy Center spokesperson Roma Daravi previously told the Washington Post the tarps are up so workers can repair the marble facade, but did not say when they are expected to come down. Beatty has raised concerns over the tarps in court, accusing the center in a filing Monday of keeping up the tarps in “petulant defiance” of the court’s order to remove the Trump branding. In a previous filing, Beatty suggested the tarps remain to “massage broken egos.” The tarps have sparked backlash from some Democrats, including Rep. Jamie Raskin, D-Md., who called it a “literal coverup” in a post on X. On Tuesday, Hands Off the Arts, an activist group that has protested Trump’s takeover of the Kennedy Center, shared the first images of the Kennedy Center’s sign after Trump’s name was removed with Forbes. The pictures were taken from behind the tarp and were obtained from the organization’s “network of community members.”

The Kennedy Center is fighting the order requiring the removal of Trump’s name in a federal appeals court. In court filings, the center has argued stripping Trump’s name will “substantially undermine fundraising and financial viability,” claiming “people and companies, who have given, or will be giving, millions of dollars to the Center were only willing to do so with the name ‘Trump’ on the Building.” The center has also argued it does not have to reschedule previously cancelled programming or plan new events to comply with Cooper’s order to keep the center open past July 5, though Beatty has argued the lack of programming has turned the center into a “lifeless husk.”

Cooper ruled in May the center must revert to its original name, saying the 1964 law that established the center delegates the ability to name it to Congress. The Kennedy Center’s board of trustees previously voted to add Trump’s name to the center in December, though it never sought congressional approval. He also blocked the Kennedy Center’s plan to close for two years of renovations, saying the decision was “ill-informed and seemingly preordained” and based on an “insufficient, one-sided presentation of information” that failed to consider the center’s statutory obligations. Early in his second term, Trump launched a takeover of the Kennedy Center, purging the board and replacing it with allies, who appointed him chair.
